Yeah mold is ridiculously hard to get rid of. It sounds like this one is spreading airborne spores :/
I'm getting bullied by an inferior, make that super-inferior species- rather organism- This sucks. The mold is just mad. I am 110% sure I'm not over-watering. 1 tablespoon of water every 3 weeks is not over-watering. But now, It's just like very time the soil gets even the slightest-bit moist, the mold comes and wrecks the party.

I think I know why the mold is coming like this...
The first plant infected with mold I got from safeway. Btw never, ever get succulents from safeway I spent $24.99 on 4 succulents that I later found out had potworms, mealybugs, and this mold infection. I disposed of it, but I think the mold particles are actually in the air of my room now.
But I'm heck not going to move out just because of this mold

Hydrogen peroxide kills it momentarily. It's the only thing I know can kill it so far, but then 6 hours later it comes back even more than before. But if I spray with Hydrogen Peroxide every 5 hours to prevent mold, that will totally overwater and kill my succulent... not to mention that I sleep for 8 hours and not 5

This mold is bullying my plant too. I need to get rid of it.
What if you spray once, then move the plant outside?
And did you check the roots? If it's in the soil/roots (which it seems like, that it's bubbling up from lower down), spraying the top won't really help :/

No there are these tiny yucky white dots all over... I think it it called "southern blight" I think this because of the dots.
It is also anamorphing... into this yucky orange-brown scab-like thing

It'd likely be too nasty, and I don't even want to touch the leaves and possibly accidentally touch the uhweeeeeeeeehwwww mold with my fingers yuck, if I even could.
And get this: My mom told me to leave it alone because it won't harm the plant.

The photos of mold are of the plant 24 hours after all mold was eliminated the first time. This is actually a lot worse than I suspected. it is like 6 or 7 times worse for sure.
... and in only 24 hours this is what it does?! It's like it is angry because I killed it the first time so now it's killing my plant and laughing in my face. Now I'm sad. I'm not sure how this is going to work out for that succulent in the photo. If I can't save it, how am I supposed to save the other succulents I have? I guess it is worse because it is a Rosette...
...so the mold is harder to see...

There's also something most people don't know about Seattle unless they live in Washington. It's also kinda creepy. So what happened was in 1889 the "Great fire of Seattle" broke out.
It destroyed almost the entire city, and left everything burnt.
So amazingly, the city of Seattle that we know today is actually On Top Of The old city. I still find it nuts. Like, How did we manage to make the city above it?? Think of all that weight. I don't know how we are supporting the weight of a Large City like that...
But anyways, there is this thing called "underground Seattle". It is creepy since it's really dark and really burnt. You can see these really old buildings (1889), and because everyone either died or evacuated, you can see their things exactly how they left them, as if they just vanished
It's kind of creepy, but cool. The city is a real city. It's big. Nobody lives down there duh because you can only get in through a tour, and nobody would live down there. I've never taken the tour but I really want to.
