The H&I Queue was part of an attempt to improve the quality at Stack Overflow.
They introduced it with, or shortly after, the Triage queue.
If Triage determines that a question can be salvaged, it goes to Help & Improvement.
....of course that only works if the Help & Improvement queue reviewers are actually trying to show a new user how the site works.
 
They should make a queue with not many posts in it; and they should make that queue badgeless.

I guess that is where the money comes from.
Which makes me wonder why some of the other SE sites don't have a similar feature. SF for system administrators, Pro Webmasters for Webmasters, Pets for animal trainers.
(And SF&F for aspiring Wizards and Jedi :-) )

@Sally Seems a bit of a false analogy. Cities and villages need different abilities within the same community to thrive.
Our online communities are built along lines of people having the same profession or interest.
 
@S.L.Barth The difficulty is feeding the H&I queue. On SO, we use the Triage queue, but that's tuned to the volume and types of questions asked on SO. We are considering an alternative feeding mechanism for the Portuguese SO, but I don't remember off the top of my head what it might be.
 
@JonEricson Ok. I don't speak Portuguese, so I've never been to pt.SO .

@Sally I don't know if Shog answered, but we've (well, bluefeet) been doing a fair amount of work on flag handling tools. Currently that's a major pain point. (The flag count is above 1500 again.)
 
@JonEricson So, the SE network is so popular, that human handling of the flags just doesn't scale anymore?

Pt.SO gets some 60-70 questions per day: less than Physics, Stats, Server Fault, Unix, etc.... of all the things, Triaging there seems odd. SO in Russian is twice the size of pt.SO, and even their the meta community didn't see the need for Triage.
 
@S.L.Barth On SO it's been ages since anyone could reasonably say the moderators are scaling with flag growth. We wear our volunteer moderators out regularly.

CoGro team (used to) have shifts for handling emails; similar thing for flags.
 
@Sally We ditched that when we hired animuson and JNat. The context switching was just killing us.

Can't have Triage without H&I, apparently. Where would the middle part go? (It's a legit question whether pt.SO needs Triage.)

@JonEricson Well, I don't really care, since I'm not on pt.SO in the first place. I just thought that Triage and H&I were intended solutions for a high-traffic site. Which AFAIK pt.SO is not.
@JonEricson My main concern is the robo-reviewing in the H&I queue on the original SO.
Regarding moderators... maybe we should have "sub-diamond" moderators?
Something like "assistant/trainee" moderators, working under the guidance of a more experienced, full-diamond moderator.
 
@S.L.Barth I know. My main point is we are working on this sort of thing, but there is an endless supply of things to be done and a limited supply of people who are in a position to fix them. We need to hire (and onboard) more developers, but we can't burn through all our cash reserves to do it.
 
@JonEricson Fair enough. We all have to deal with limited resources - whether time, money, people or other things.
While I'm pondering "moderator teams" anyway.... suppose we had "apprentice moderators".
After being elected, they'd be assigned to a full diamond mod who shows them the ropes.
After a year, they graduate and get full diamond powers.
Maybe in this way SO could get more moderators, to handle the flag load?
We'd need to define what limitations an "apprentice mod" would have. Maybe something like "double the review slots of a regular user".
On SO that would mean 40 slots in most review queues, and 80 in the CV queue.
And flag handling, of course, but perhaps only a limited amount of flags per day.

Come to think of it, a while ago there was talk of a "mentoring program" for new SO users. I think Shog mentioned it, but it could have been another Community Team member.

@S.L.Barth Thanks. I've been sitting on a refinement of that idea for months. I've wanted to post on meta, but I don't want to get people's hopes up until I know there is a dev with time to implement it.

Wouldn't Tim Posts ideas for the H&I queue be easier to implement though?
Just requiring that H&I reviewers leave a minimal comment and make a substantial edit.... that could already discourage the robots.
Another option would be to let new users on chat, but only on the invitation of a user who already has the privilege.
 
@S.L.Barth Maybe. Part of the problem is that Tim got swamped with new responsibilities last year. I'll have to circle up with him to see what progress he's made.

I think we can gain a lot if we can just improve the H&I queue.
For old hands on SO, the rules are obvious. But for new users, I think it's like walking a tightrope.
Help a first-time user turn their poor question into a better one, and they've set the first step towards becoming another valuable user.
OTOH, kick them while they're down, and the best you'll get is another blog post crying that Stack Overflow Is Run By Evil Nasty Mods (TM).
