Is it me, or has the vote-to-close dialog changed? I think that previously, the "close" button was faded out until a reason is chosen. Now it's entirely absent until a reason is chosen.

@bummi, that user couldn't because they are unregistered, I made a feature request about that but with +2 / -2 for doesn't seem to have been that popular for some reason: meta.stackexchange.com/questions/273440/…
Thanks. I can't really see a technical or other reason - Jeff says they can't vote but they can accept an answer and comment so not like an unregistered user can't do anything else.
