@Jamal Just means it has enough support to give it a try. The team doesn't really "approve" of things. If they adamantly disapprove of a particular proposal, they won't let it go anywhere. Private beta just means "here's your chance to prove to us that you can make this site work."
I know there was at least one before this that got closed down, and I thought they had gone through a second beta cycle that also got closed. Don't remember though.
 
I see. It just seems that the launching message suggests that someone else is preparing it.
 
Well it's not automated in the sense that the team does have to prepare each site.
