There isn't an in your face popup, no. There is a small icon that changes color when there are flags a moderator should look at.
Also, people are allowed to have lives and step away from the computer.

No you can't. But you can flag it for the appropriate reasons instead of wasting time with a custom one

Just like you can't comment with less than 50 rep, using an answer as a comment is inappropriate. Flagging is the same way.
 
Then it gets closed (if flag was useful), a mod can work out later if it's worth migrating.
