@ShaWiz one interesting thing about these Tally questions is that system allowed a 1-rep user to post them it 8 minutes (breaking the usual timeout of 40 minutes). I think I observed similar glitches in the past and even recall someone (possibly Shog) explaining that it may happen infrequently

People should be able to report more than one bug.

@ShaWiz last time I checked it was active at meta too. One bug in 40 minutes is good enough. Rating limit is there to prevent spamming and (which is probably more important for meta) trolling

@ShaWiz both URLs are in your own comment above. :) Though I think there was already a report about that at MSE, just couldn't find it. The answer if memory serves was like system isn't designed to guarrantee 40 minutes and rare glitches are okay
