Moderators can surely change the close reason of a question by reopening and re-closing it. I've not seen this done any other way, as of now. Perhaps, a moderator will confirm this. I can totally see Tim Post coming in 6-8 months saying "oops, sorry, we forgot about that, good luck next year." (or like in many cases, just disappear and never reply or edit that.)

Well... it's their own contest, it's 100% their right to abort it.
