@Bart I'm inclined to believe that it's actually the result of something like a failed update on some local copy of that list (since I'm unsure how it could end up inconsistent otherwise). When it's happened to me before, it didn't seem to update until a new reputation came along on that particular site, at which time everything corrected.
I have no idea what the actual implementation looks like though, so this is just pure pre-coffee speculation on my part.
Not saying it will or anything, but if the Wheel starts to tell you to deliver me food or something, it's just a natural mystery of how the wheel works.
As jonsca mentions, if you've obtained at least 200 reputation on one or more sites (giving you "veteran" user status), the notifications you receive are reduced on associated sites to prevent the notification bar from spamming you about the more trivial badges.
Badges that no longer generate no...
Though now I guess it's to prevent the notification bubble from spamming you...but you get the point.
