Being too nice is bad idea, and saying something like "If you are question banned on other site it's wrong to post here" is totally legit and helpful.
If some think otherwise, so be it.
Some also think downvotes should not exist, questions must never be closed, etc. Pity, but can't do anything about it.
I'd think closing their question should send enough of a message, as does commenting...
if that fails, some people try twice with the same question or keep doing it and... well there's negative reinforcement methods that work there
@JourneymanGeekOnStrike no, if there is account on the correct site, not new, it's likely question banned, and some people might think it's legit to just ask their questions on MSE.

Friend of mine who know SE (but doesn't take part) said that he's sure the Q&A model (not only SE) is doomed already, people won't have any reason to browse specific sites when they can ask AI anything and get the best results, without all the hassle.

@M.A.R. heh, well that friend of mine happens to work with a company that actually use GenAI for long time. They used it in the past to create app that make filters on images, now they're harnessing the power of ChatGPT4 to add filters to video. Imagine whole video where someone has a cat on his head. (cat added by the filter ;))
So for them, ChatGPT is a blessing! Cats can't be wrong.
I'd put it another way - there's probably tasks genAI should be good for, but what we do here very much relies on (a small group of?) experts or petty dabblers creating content they believe is useful

Sure, you can get some diagnostic tool to 99.9% sensitivity and specificity with AI, but the person making the diagnosis will always be carbon-based.
