It should be used when either not knowing the gender (as default) or when the person explicitly ask to be referred so, e.g. JNat. But Cesar is a male beyond and doubt, it's clear from the profile, from the arrival annoucement and more. Please use "he" for him.
As for email, he choose to not share it, so unlikely you'll get it. Some CM's prefer to not be flooded with emails, and it's fair.

I've seen questions on some sites where the OP initially asked ChatGPT and got an answer which they weren't sure about, or which was downright confusing, and so they came to Stack Exchange for clarification. In some cases, they posted an excerpt of the ChatGPT conversation, and in other cases they just paraphrased it. Generally, the answers & comments to such questions become a train-wreck...

I think it would be good if we had a page about ChatGPT that has a brief explanation of what ChatGPT does, and what it cannot do. Something that's understandable by people who aren't ML experts or programmers, but with links to more technical articles for those wanting more details.
There's some good stuff scattered around on MSO, and in those "ban ChatGPT" links on various meta sites. But IMHO it would be good to have a central easy-to-find page for that info.

I'm a programmer, but I don't do ML/AI, and I think we need someone who actually understands GPT-3 well to write such a FAQ. Besides, it's a bit of an odd topic for a FAQ, since it's about something that's not on Stack Exchange. But I guess we can frame it as part of the rationale for our policies regarding AI & chatbots.

@PM2Ring one if the issues with it, for me, is that nobody really understands how it works, not even those who write it. People can claim they understand; I don't believe them.
After millions or billions of attempts, something clicked and the AI started to "work as expected". The programmers took this and using it as base for more updates, but nobody know how that one attempt after millions was successful, or why.
