When it's about how to use the API for personal use, well, there's gray area.
If the usage is useful for others, it might be good to try and help them anyway.
 
I think there's a conceivable clarification to this question that's on-topic on MSE.
There are also conceivable clarifications that aren't.

@rene yeah, that user doesn't really believe in self deletetion.
 
@ShadowWizardSaysNoMoreWar hmm, the bot commands can listen to all events but they need to do state management for themselves. So the command needs to keep track of the messageid for 2 minutes. Caching, Yeah!
