It might also be worth considering whether or not it was deleted for legal reasons, in which case it should most definitely stay deleted.

That'd also solve another issue - to <10k users, it shows as "voluntarily removed by its author" - it'd instead show with a more correct "removed for reasons of moderation".
But the risk of bringing it up here was reopening and it would take us longer to deal with.
Well - it was in a sense voluntarily removed. But this would be a great thing to custom flag for our attention...

Not difficult to find, sort by votes and go to the last page. Someone could create a [Shenanigans FAQ]() on Meta, but it would be missing so many things; due to the forgive and forget policy - top of the list would be the re-user-naming (editing the Database) of an answer so it could be pinned; now fruitless due to the new unpinning.
I don't think that the user named objects to the history being 10K'd.
