@AnnZenat1YearAnniversary it "pings" any user, in any room, even if the user was never in the room or was never in chat. In fact, it's the most simple way for moderator to send a quick notification to the user.
@Catija Do you remember this bug over on Code Golf (relevant MM report)? I've been doing some digging around with spam, and found that a user was able to post on our meta with 1 rep on 31/1/18 (and 4 other users as well).
Meaning that, for some reason, changing the rep requirement did work, but something happened between 31/1/18 and 24/7/20 (upper bounds) that changed that. It's possible that those users had more than 1 rep, but seems very unlikely given that they were all destroyed

@cairdcoinheringaahing I tried making my own SEDE query and after excluding the fake 1-rep (Community bot, suspension, migration), looks like this sandbox answer was posted on May 3 '19 increasing the lower bounds.
