I don't believe there's a blanket policy (for one, it'd be difficult to detect) and so it's generally handled more case-by-case.

That's unfortunate. It would be nice if one could edit posts without bumping them in a way similar to 4chan's sage. I often wish to make trivial improvements (grammar and style) but don't want to bump my own posts all the time.
There are some s for that, but the short answer is that it's very difficult to do that without opening an avenue for abuse (e.g., editing spam into posts)
Could make it a privilege you get with rep.

So the authorities dig around trying to figure what's going on, and of course thermal scans, but so far nothing was found.
My assumption is that it's something with the underground rail system:

Was there already a bug report on Meta Stack Exchange that hats might prevent users from being able to click on profile/activity? (I have noticed this for the Quarantine Hair hat.)

Or I should have added profile into the search query, as you say.
Should always also search in the per-year tag, sometimes the bug is specfic to that year, or people forget to add the generic tag.
