@M.A.R. There are protests and fundraising going on around the world. With a government (or even a corporation) there's not a charge of "criminal negligence" that can be attached to the seperate entity (a government or business (building) can't go to jail) but the people responsible for its operation can be held to account - that is underway.
It's Syria, it's Afghanistan, it's Iraq . . . Hell, it goes back to as long as 1917 Russia

I don't know if the end result will be "reform", but it results in a lot of misery and suffering.
