I'm wondering... what made me start using chat as a soapbox? I don't quite recall doing this before the 2014 Super User mod election and the subsequent Winter Bash, which is when things started going downhill.
A trip down memory lane might help sort out this issue. I wonder if you can help...

The edit makes the things look like the rep you get from accepts and bounties can still count towards the cap, or I've misunderstood something
I'd like to know: for example, you have earned 200rep bounty without having any other upvotes before that day
And then you get an upvote that day - will you have 210rep? For sure it would be 210 before, but the edit suggests that it's no longer the case and that upvote will add nothing to your rep
 
lets say, I have a 200 rep bounty...
I don't get any more rep from upvotes
but I'd get accepts and bounties
lets say I had 200. I DV someone, and get 199. The next upvote bumps me back to 200

@rene actually not 100% sure about that myself, that's why I never edit posts mentioning this. I rolled back the edit (which I guess is why @nicael came here to ask) mainly because the edit changes the meaning of the answer, and its author is usually around so it's kind of rude.
I think that @Journeyman is wrong too and the next upvote won't cause the rep to be 200 again, but not sure about it.
