Ask the source (the mod who froze or mod(s) which have issues with the group of users) what exactly is expected, what is forbidden, then either ask/wait for unfreeze or start a new room with same name while making it clear to everyone the forbidden things won't happen anymore. That's what I'd do.

Just not using SO chat any more.)

I might disagree with some of my fellow mods on this but I feel running a healthy chatroom isn't about the individual things that go wrong. Its about the overall functioning of it.

Its a room for people who like computers and talk about other things a lot more than a strictly to topic room. And that works for us.
On the other hand, moderation is mostly by threat of savaged ankles and rolled up newspapers rather than suspensions ;p

and there's a lot of disagreement on the best way - I tend to focus on a handful of rooms, and consider it a long term process. A few other mods feels popping in whenever there's trouble is effective apparently
@Derpy I don't like to just suspend or kick. I also try to let folks know what went wrong. But that said, having a healthy chat room to start with means many of these issues are sporadic, or handled on the spot.
