This fired a heap of system flags about your comments, and in particular comments like this appeared to push things over the edge:

In this world, no one has the obligation to love you. Classify everyone who has ever attacked you as a troll us is rather a narcissistic thing to do. Person X has a well received question, self answered and accepted
After years, person Y added a bounty to the question and added a new question in the bounty notice
Is this behavior acceptable?
 
bounties aren't supposed to be refunded, but that's also not really what bounties are for
 
In my opinion, the person should ask it as a new question and add a reference to this old one
 
That's the best thing, sure
but people sometimes are silly
 
Then I don't know why the mod declined the flag

@SagarV bounty does not affect the score at all. It just means "someone thought that answer was useful", it does not really mean "this is the correct answer".
 
@ShadowWizard yes I agree. But if you check the screenshot, you will see that the actual question and question on bounty have a huge I mean very very huge difference.
Future visitors may not understand what is the relation with the bounty winning answer have with the Q
