As long as he's attributing and it answers the question, it seems ok.

@LynnCrumbling well, better also make the answer CW, but of course ideally, the question itself should be closed as dupe.
That said, having such answer isn't really that bad, it can help the OP request more details and get focused help, where he usually can't comment on answers posted on the dupe.

I love Stack Overflow. Quality / other issues aside, I consistently find solutions to problems I'm facing - pretty much every day.

Just implement the 'archive' feature we need and it won't be necessary. Knowledge and history should be preserved, especially the stuff that built this site.
That's one form of compression.
 
For history there is the data dump.

If the HI queue is serving a purpose (prompting useful edits), then it should stick to that purpose - adding other tools dilutes the focus of the queue, which has traditionally not worked well in review. If the HI queue isn't serving its intended purpose, then we need to retool it or remove it entirely, not convert it into yet another LQ/Close/Triage queue - we have those already. Generally, I'd be happier with downvoting and ignoring than with flagging VLQ.
 
All of the review queues should have voting enabled. Asking me to view a post and not vote on it is just delaying the inevitable. I open the link in a new tab and vote anyways :)
