My usual recommendation is to backup the bin folder in the project and then delete bin. This will force all the source files to recompile. Sometimes when a project is upgraded the dependencies don't force all the code to recompile.

Q: I was able to post in chat with less than 20 rep

I joined 20 other sites (out of the many) and even with 1 rep was able to post in any of the chatrooms. For example: In ELL, I have just 1 rep and have posted messages in its chat. ell.stackexchange.com/users/18923/lamart This seems like a bug because I should have needed 20 rep to post. ...

@Lamart "found" it, but it's not really clear in there.

@JasonC It monitors an RSS feed I have set up under the assumption that Community will always post a new meta post on the applicable site to announce a new election. There isn't, unfortunately, a more reliable way.

This isn't a bad idea, but... I'm skeptical that it'll accomplish much. The guidance on the review page itself spends most of its time hidden. The goal is to give new reviewers a broad overview of what they're supposed to be doing there, but once that's done it gets out of the way. Indeed, it ...
