realistically, these questions are problems when the answers are one or more of:
- out of date
- spam
otherwise, closing them tends to just be a waste of time

we try to encourage new askers to formulate an actual problem statement instead of just asking for a library, because those questions are more resistant to bad answers... But old ones are either problems or ignored.

@Mooseman: I do agree that we don't have a way to yell at bad reviewers. I find it annoying that they ignore my room invitations, so now I just flag unless it's really minor.

If you want to reduce robo-reviewers, hit them where it counts, in the carrot. They're doing it to increase their review count, so drop the number of reviews they're allowed to do in a day if their false-positive/false-negative rate is outside of a desire threshold.
