Is it wise to have a link to a private room here? I mean I clicked it, got nowhere but I do have a shinny button labelled "request access" I can click. I assume the intended audience does have an invite in their inbox. Not sure if they can chat if their parented to a site where they are suspended.

That room is titled "room-between-hyperneutrino-and-sr-4der", it's more private than (for example) this room: chat.stackexchange.com/rooms/100450/physics - assuming that new account isn't deleted, as the moderator suggested that they are inclined to do, then they should be able to request access (much as you could do in the second link above). The first room is hidden and private, the second isn't hidden but access to post comments can be requested. The third type of room is open.

@rene In addition, that question entered the Close Vote Queue for 'site specific'; despite this Q&A which says: "They can't post on the per-site meta, and so such users often come here, where their questions are generally marked off-topic as site-specific.". -

There is even an upvoted answer in a comment suggesting that posting on MSE is acceptable, otherwise the moderator would have simply migrated the question; rather than PMing the other moderator to draw their attention to the question here on MSE, resulting in them offering an answer.

So closing it for being off-topic would be fine.
