No, commenting on votes is not "good etiquette". It's a bad idea and explicitly discouraged. It's perfectly fine to comment on the post qualities if one wants, but no need to reference voting at all. Commenting is always optional and secondary. — yivi 2 mins ago
I thought when you downvote a post a message appears saying "maybe leave a comment explaining the downvote" but maybe I misremembered or it's mandela effect?
I tried downvoting formatting sandbox just now, no messages appear

I don't think it is explicitly discouraged in the site help, you will mostly find that strong advice in meta questions. Many, many meta questions.

A: Encouraging people to explain downvotes

That's a post which again makes the mistake of asking to explain downvotes, and the implemented solution (which I have never seen) is to add a suggestion box to explain what to improve. Big difference.

Question about declined flags
Enough of them can get you a flag warning, but one of the reasons your flags can be declined is because the issue went away. That seems unnecessarily punitive and arbitrary

What they mean is simply to start your criticism of an answer with "this answer is wrong", not "I downvoted ur face because . . ."
"This answer is only applicable to bovine excrement."
 
(bovine excrement can be a pretty valuable resource of course...)

@JohnDvorak indeed, but I think Magisch means that everyone is tested who reports themselves to have flu symptoms. The same thing is done in the NL now and the number of known cases doubled yesterday because of it.

@JNat ^^ This was reported to Adam last week? Two weeks ago? But whoever he told doesn't seem to have managed to fix it in time for the next one. See how there's no padding at all and how each section is highlighted when you hover it. I'm pretty sure it's not supposed to be that way :)

The comments are no longer visible, but animuson stepped in and edited the post to focus on the original question. I was commenting and asking the OP to do that themself. Should I have just gone ahead and edited it that way? I'm over 2k and do have that ability.

Yeah, I figured that a content change that radical is something that should be left to mods/staff or the OP themselves. Plus, I wouldn't have been able to wipe out comments to refocus the question anyway.

@Spevacus I close voted as unclear. I might as well have dupe voted against the FAQ but it looked like they were asking about "deleting" that other user, aka ban / suspend him. So that needed clearing up from the OP. Your comments were fine. I wouldn't have touched it.

@user1306322 The hovertext is there now. At least, it is on the mobile site (I'm on my phone), which has an explicit clickable "(alt-text)" link. You get to the mobile site by prepending m. to the domain name, eg https://m.xkcd.com/2277/
FWIW, the mobile site doesn't one-box.

I suppose so, although it's easy enough to just add some extra text to block one-boxing. Similarly, Wikipedia mobile URLs also don't one-box.
