Yi Jiang contributed to it, but wasn't the main maintainer.
 
Anyway - practically, there were a bunch of good reasons (and a load of other things taking priority) for elections.se for going down. Folks not caring or vanishing was not one of them ;)
 
Security makes it so we can't have nice things :P
 
@MSOGA redirect isn't a big deal (other than being one more thing to maintain, which... Can still be reason enough not to do it), it's allowing something to live at the domain itself that's problematic - can leak information about users that way.

In this case, the only reason to do a redirect would be if we had lots of outstanding links that were broken (kinda yes) and the redirect would allow them to work (kinda no).
 
and having an unofficial way to deal with problems that SO (the company) dosen't quite have the time/resources to deal with right now is a very.... natural way for techie folks to deal with a problem ;)
