It used to work, I think... removed when they changed the backend and renamed it to Watched Tags instead of favorite tags.

And they also removed something much more useful, tag subscription.

So they made it look more nice with more colors, and be much less useful than before. meh.

I often look at newcomers' profiles and those who usually post their language question on EL&U and ELL once, or maybe twice and then disappear are also members of SO. Users with ≥ 10k rep trip CAPTCHA* if more than once per 30 seconds, or within 5 seconds of starting new post --- Answering: Users with ≥ 10k rep trip CAPTCHA* if more than once per 30 seconds, or within 5 seconds of starting new post --- Note:

* For all of the above thresholds for hitting CAPTCHA, if you have at least 200 reputation and have solved a CAPTCHA in the last 5 minutes, you will not have to solve one again.

So if you are free of the CAPTCHA and it's not an 'IP thing' or a keyword block then it's because it thinks you've answered or asked too frequently.
