@πάνταῥεῖ Two reasons: to get more close votes, and to create a log of links to these posts. FYI I'm not the first to do this: Journeyman Geek does so too, but uses a z instead of an s at the end.
 
If so @Journey does use that only for rare cases that stand out.
 
Having a log of links to these posts helps you cite evidence when making posts about users making blatantly off-topic posts.
 
Does that need to happen very often in a way that's not just worth a dupe close vote?

(If you have <3k, you close flag instead of close vote, and those links are always visible in your flag history. Once you gain 10k rep, your "votes" tab shows links to deleted posts as well. Thus, when you have enough rep to close vote but not enough rep to see deleted posts, you lose access to those links.)

Before 2013, the top bars used to be themed per site, too.
 
Top bar is ... probably not the term I want... Teams, for example, uses buttons that looks like this and that's part of the responsive design elements.
 
I don't really like the scrolling top bar on SO...on Southwest Airlines' website, there is an option to disable it.
 
@SonictheInclusiveHedgehog You mean vertically locked? That's actually the only option you have on the entire network as far as I'm aware.

@SonictheInclusiveHedgehog The lock is only on SO... yes... but I mean it's the only user-configurable option on the entire network.
 
Search for an example ticket on Southwest Airlines, and go to the fare selection screen...you'll see a button "Unlock header" to prevent it from scrolling with the page.
@Catija Where can it be configured?
