The topbar is useful... and there are really two of them... the SE top bar and the site top bar. My interpretation of the new sidebar is that it's breaking the site top bar in half, moving the all-site content into the sidebar and keeping the page-specific content where it is.

But seriously: bulletin board contents are cached per-site
ALSO, there's a separate cache for the featured posts on MSE (that show up in the bulletin on every site)
For convenience, the class that figures all this stuff out has a routine called something like "GetCacheKey" that takes the current site and returns a string that's used to name the cache to be used.
So when retrieving the contents of the bulletin, first the routine calls GetCacheKey(currentSite) and if the cache associated with that name is empty or expired figures out what should be shown and caches it under the same name.
But before it does that, it calls GetCacheKey(TheSiteThatIsMetaStackExchange) and if that cache is empty it retrieves the featured items on meta and saves 'em under that name.
So, by the time it gets to the all-important "figure out if we have cached items and if not query the blog" step, it's already gotten featured posts from MSE and saved 'em under the name returned by GetCacheKey(TheSiteThatIsMetaStackExchange)
So when it calls GetCacheKey(currentSite) and the current site happens to be MSE...
...wonder of wonders, there's always a freshly-cached list of items waiting.

Amusingly, it's already written to do exactly that: there's a special key that's used when the site is MSE. The problem is, the logic doesn't differentiate between "I need a name under which to store the results of MSE featured posts" and "I need a name under which to store the list of bulletin items on MSE"; all it knows is that it's being asked for a MSE cache key.

So, my question is... how easy is it to fix? It's obviously non-critical... not having the blog show up on MSE out of everywhere on the network is pretty minor.
 
Especially the bit about port and cigars. You just know that's what the garbage collector is really doing when it pretends to be off consolidating memory somewhere.

But that entire featured thing seems to be a bit broken, considering my recent bug report about the hide and seek ex-featured posts.

While I support doing this, the real first step is to change the text that gives guidance for "Requires Editing". Currently, reviewers are doing exactly what the guidance is telling them to do. Expecting them to do differently isn't realistic. The real problem is that SE hasn't bothered to change that text in the 2 years since the change was requested. It's unconscionable that a change which would take such a low level of effort, but would at least start guiding people in the right direction, hasn't happened in the last 2 years. — Makyen yesterday

vast numbers of questions already get deleted, quietly and automatically; putting them in queue where they're shown to fewer people than they would be otherwise is a kindness.
The problem is they're still listed on /questions/tagged/<tag> by default

"funny" trivia. Some time ago I actually had the idea to post a question on meta asking if the process that automatically chooses questions to use as audit tests could end up causing something similar to this.
I dismissed my question, thinking that the system would automatically discard anything that got at least one offensive flag as a precautionary measure. I was also believing that anything that probably got the staff involved was marked as "do not ever use again"... Seems I was wrong.

@ShadowWizard yeah, you can observe if you zoom a normal page and the ask question page to 75% or so, leading to the situation that the ask question page no longer shows a vertical scrollbar. Now switch in your browser to a tab where the vertical scrollbar is still visible (same zoom level). Observe how the Question / tags /users / badges button shift their position between the 2 tabs. What they ask is to compensate that shift. I doubt it is even fixable with CSS, worst case it needs javascript.

They still "continue" the movie while playing ads, but you only see the ads. When the ads done, you will miss the scene (aka "err, wot? wth happened?")
 
@Derpy I don't have adblock, anti virus, or anything like that for... 5 years or so by now, I visit many sites, and I didn't get any malware or nasty stuff. So this problem isn't as big as people might think.
@SensibleAlexander that's horrible.... here they pause the movie, show the ads (this can be 15 minutes though), and resume the movie.
Certain providers offer option to record content, so if you record the movie you can watch it later and manually skip the ads.
 
@ShadowWizard seems you didn't visit any of the 4k+ sites - including multiple .edu and .gov ones - that were recently hacked to include ethereum / bitcoin mining scripts.

I've seen a lot of downloads of anything pushing "free browser services" programs that will inject ads into everything you watch
On prebuilt pcs often times the adware comes pre-installed, too and needs to be removed in a very tedious process

It's the branding that Microsoft Store uses here in the States to indicate that the PCs are free of bloatware and trialware. But it should be the default; it shouldn't require separate branding.
@Magisch If you have DreamSpark you can upgrade to Windows 10 Education, and get rid of those ads. In fact, you even get a better Cortana that respects your privacy better.
