You can't make that exception though... because that undermines the use of the NAA flag entirely. If all of a sudden answers that would be answers to other questions but aren't the answer to the current question are NAA, now all incorrect answers are NAA.
ok, another example.. someone answers a javascript question with a javascript answer, that states that you should do A, but doing A is incorrect and would fail, doing B would be the correct answer
I think you have to consider it out of the context of other questions. Is it an attempt to answer this question? If it's not, it's NAA. If it is - even if it's incorrect but still an attempt to answer - it's not NAA, but you can still downvote it.
