Merging only happens at a user's request for the most part.
Especially since only an employee can merge and mods can delete.

The sockpuppetry is a ToS violation, so it makes perfect sense for the account to be deleted. But then it's not clear what giving attribution could mean, when an anonymous account number is all that remains. Ah, licenses.
 
Shouldn't an account ID qualify as attribution though? As it uniquely identifies the user...

But if another site copies SE content and replaces account names with unlinked userNNNNN, that is probably going to be frowned upon.

My understanding of ToS addendum is "you may argue that what you do doesn't violate the license, but don't be surprised to find your IPs blocked".
