I've always assumed that metaphor works based on the fact that modern microwaves are digital and the minimum time control would be 1 minute.

It doesn't actually imply that things would get particularly hot; in fact, in an expanding universe, the equilibrium temperature should be pretty close to absolute zero, i.e. plenty cold for a snowball. ;)
