An idea for consideration: stop reporting All-caps titles in the Tavern (keep them in site-specific rooms & HQ). Rationale:
1. Smokey sometimes dominates the Tavern to the point that non-spam conversations get suppressed.
2. All-caps titles are quickly edited; broadcasting them too widely sometimes creates conflicting edits.
3. They are not high priority anyway; as an indicator of spam, all-caps is utterly dispensable.
