Just realized the off-topic close vote reasons have been changed. Where has the close vote reason of "insufficient information" gone? I wanted to close this question with that very reason. :(
@JanDvorak - I noticed the new reason which is quite big and has a few reasons combined together and went ahead with that, as something which might not be useful to users in future in its current state.
For several months now, we've had a close reason (actually an off-topic reason, but no matter) for poorly-asked debugging questions:
This question appears to be off-topic because it lacks sufficient information to diagnose the problem. Describe your problem in more detail or include a minimal...
I was trying to do a search for new questions using the advanced search tags such as is:question and intags:mine. This normally works well, but today it is not showing any questions newer than 2nd June. For example, try this link which should show all questions in my tags, ordered by newest first...
@ShadowWizard it's not that good actually, the only use I have found of twitter is to follow all the news channels and get un-altered raw news instantly.
@ShadowWizard what if I told you bart's only message showing in currently starred chat on right side is the one that you starred. Every other message is posted by others.
is there a query to find out the user with highest number of starred message in particular chatroom?
@ShadowWizard do you want to say that APIs are not provided for chat? Because I think chat is stored. You can browse through years and years of chat(just saying)

Unlike the cleric, druids do not have special powers against undead and, in some editions, cannot use metal armor. Druids have a unique ability that allows them to change into various animal forms, and various other qualities that assist them in natural setti...
@ShadowWizard I dunno. To start, I propose that we study the number of star on each post and try to decode the message the unicorns must have encrypted in them.
OK here are my observations and thoughts on this whole issue:
(you'll notice I didn't answer the two-parter in the original question, that's because everything that follows addresses the first part, and I don't know the answer to the second)

For future reference, to any developers that might be wondering: it takes longer to fill in your catch block with //catch exceptions than it does to just type throw;
This type of voting does not make it fair imho for such things without discussion period and then voting when it is thoroughly discussed. The early proposals get more votes and then the mass effect may also follow. That is why I think starting the vote simultaneously is a more fair procedure for things like this. — Final Contest2 mins ago
I was in the Low Quality Review queue, and the following review confused me:
http://stackoverflow.com/review/low-quality-posts/3400690
It's showing eight "Close votes", which should be more than enough to close a question. I checked the question's revision history, and it wasn't somehow closed...
