As in: in a way that does not make it perfectly clear whether the content is written by the author themselves or copied from a different source (the answer has links to the said source)
Hard to tell why it was declined without knowing the details of the case.
I flagged one answer once as plagiarized but lost track of it. At the end of the day, I know that the moderator(s) after investigation might find that the author of the blog post from which the answer was taken and the author of the post on SO are the same person. (Not something I could readily tell.)
@AmalMurali: that's not something mods can really do stuff about, except delete the post if it outright plagiarism. Any editor can clarify the citations though.
@Mat This is what I flagged with. With an additional note at the end saying "please take the appropriate action here".
It was declined with the following message:

I'm not really sure if it was okay to edit those sources in — that's why I flagged it. Otherwise, it's a very good answer (probably the best one on that thread).
How can I know why the flag was declined? Starting a meta discussion just for this specific case sounds a bit stupid. What do you think?
The fact that the sources aren't quoted isn't evident in your flag (I don't see it). And if it's good content, and the sources are cited, then deletion isn't an option, so the mod can't do anything about it except edit him/herself.
There's no issue with adding references if one or two are missing, if the post is generally ok otherwise - in my opinion, I'm no lawyer. Adjusting the formatting would be ok too, but given the length that might be detrimental.
You could start a post about guidelines for properly quoting and citing sources. That would be helpful (IMO), and it could be applied to that post once the proper "etiquette" is established.
@Mat Only some of the sources are cited. I'm not sure how would you even give attribution to that many sources in a single post... But you're right - I could have made that bit clearer in my flag message.
@AmalMurali It's not completely clear from the message you showed you sent that the issue is with quoting. Also, I'd say it is not impossible that the moderator who handled the flag does not know what plagiarism actually is. (Having been in the position to take action in such cases, I can tell you for a fact that more faculty members in US universities than you'd think don't know what plagiarism is, and end up incorrectly advising students.)
Thing is, if you point out that something was copied without making it clear that it was copied (with a blockquote or quotation marks), and the reply you get is "this is not plagiarism because there are hyperlinks to the source (or because the source is cited with author, title, whatever)", they are flat out wrong.
