I suggested a large programming forum should block India when the quality of questions dropped drastically almost 2 years ago. They didn't, now there are about 30 posts that need to be deleted for every 1 that is kept.

I can't even look through the "unanswered threads" there, as 99% of it will be garbage.
 
Technically speaking any country that doesn't have large number of non-native English speak will produce people looking for help without the ability to adequately communicate, but India has a huge population...
