Of course you can judge. Don't let a lack of knowledge stop you. Rage a little as well.
 
Sometimes people get a bit anal on random numbers. Might be wrong but can't really see how PHP or any other language on a PC would generate a truly random number without an external source.

@Shadow, I'm not either, just saying some of those who are quickly forget the difference between random and pseudo-random, and really for most things it makes little difference in practice if you're talking about a typical web app that doesn't have any extreme security requirements unless you do something really wrong with the implementation.

According to Kasra's AMA, apps are aimed at existing SO users with the hope of converting more of them into multi-site SE users. There isn't anything in the app for newcomer support.

@PeterJ Well, we get plenty of that stuff from desktops too. If you look at network-wide traffic numbers, mobile apps are a drop in the ocean compared to desktop and mobile web traffic. (These numbers are not available for individual sites, since an app is counted as its own thing.) So, although they occasionally contribute bad questions, I don't consider them a factor in anything.
