@Frank Some sites took an unusual development path. There is no beta information for SOFU sites, which predate Area 51. (Although they had some sort of beta). Others are special projects that did not go through Area 51: edX sites, Stack Apps, Meta.SE, Patents, and ja.SO. Yet others are migrated-in sites: Sound Design and MathOverflow. They backfilled some information in some cases, but could probably backfill more.

@AstroCB I think it's better to parse HTML instead of Markdown. The HTML will look like <img src="http://i.stack.imgur.com/5F5Lp.png" alt="image" title="my hovertext">. What you want to do is to copy alt into title unless title already exists.
