Seriously, I did find it surprising back in the days. Think of it: to find the 2nd derivative of f, you have to differentiate twice: no way around that. But to find the second (or 3rd, etc) anti-derivative, one integration is enough.

Going by physical measurements, there is no neat upper limit like 12, but there are practical limits on what can be measured in what way. The gradation 1-12 is informal classification, like classifying pain by "feel nothing", "no big deal", "ouch", etc.
