I'm not Monica, obviously, but can we all please just respect her choice in the matter? If at some point Monica does want to litigate, she should consult with a lawyer anyway, who will be in a far better position to provide good legal advice than almost certainly any of us are.

The Internet Archive's Wayback Machine has plenty of copies of older terms of service. Here's one from May 1, 2019. Under Subscriber Content, that says such "is perpetually and irrevocably licensed to Stack Overflow on a worldwide, royalty-free, non-exclusive basis pursuant to Creative Commons licensing terms (CC-BY-SA), and you grant Stack Overflow the perpetual and irrevocable right and license to" (do Stack Exchange-y stuff with it).

No specific license version number seems to have been specified in the text, but a link goes to CC-BY-SA-4.0. Curiously, even back in May 2018, the link was to CC-BY-SA-4.0. The corresponding link was to 3.0 in February 2017.

So it's something most likely related to non-customized flags. Which I guess makes sense, since even if a post has been deleted you can always flag for diamond moderator attention with a custom flag message, as long as you can see the post and its flag link in the first place.

@bjb568 I'd rather it says outright that the post has already been deleted, actually. Make it obvious. But anything is better than an error that makes users think their ability to flag has been revoked :)

I can't create that situation on my own, I don't have any officially sanctioned sock (and if I had one that wasn't officially sanctioned, I wouldn't tell you in public anyway ;))

I think the easiest way to test that specific behavior is to have a site where I don't have rep to see deleted posts; perhaps you create one, I load it and open the flag dialog, then you delete it, then I flag. And we see what comes out.
