What's with everyone all of a sudden wanting a special "moderation" rep for moderation privileges?
Guess what: the system isn't designed for someone to just moderate a site. Subject experts are needed to answer & ask questions.

The whole point is to push you to ask and answer. And my belief is that those people who solely focus on moderation for a time start to lose touch with the system...
