I thought of flagging, but the issue is a repeated, persistent (months-long) general difficulty in communicating and being taken seriously. no specific messages are offensive or anything

(also, the entire chatroom is probably aware of the friction by now)

possible, but some spam bots just go by popularity or randomness by the looks of it

clearly in this case both posts mention "bucks" so that's the amount of sophistication we are talking about

not the kind of suggestion you would expect probably but...
Desist, go to another room, not worth engaging. Usually this happens when a room is seen as the "private circle" of a group of users that see other as noise because they have their own "room culture". In that case if the moderation is "domestic" too, you have no hope because you will be against a whole clan, not just a "bad mod"...

and we don't know the full story - so can't assume one or the other

You can report the issue, but since SE won't ever tell anybody if they took any action - that's including the victim of an abuse too because "privacy"... it also means that issues can be safely swiped under the rug if there is no immediate risk of them exploding.

(trad: no immediate risk of becoming the next Twitter scandal)

Sonic just mentioned yesterday (or few days ago) about case where moderator lost their diamond over a clash in a chat room.

Anyway, if I would feel unwelcome in a chat room I'm not part of, I won't try to force my way into it, so @SPArcheon is correct, it's better to just look for another room, more welcoming.

There is no rule in the CoC/ToS saying users must welcome anyone into their chat room, so no rules are broken.

@SPArcheon Hey! I actually just checking in to be pingable, I've been so overwhelmed '-_- I did get to mess a bit more with AI lately, mostly with letters and trying a few models

just having some fun using anything v3 img to img on low quality pictures made with the pony model.

Shadow says they are low quality, I am pretty happy with some results.
