They're aimed at the change itself, not those who developed it. Hopefully, he understands that as he's a good person and indeed, does not deserve to feel bad for doing his job.

@JohnDvorak sadly we can't know, but the one not wearing the mask at all is looking in the opposite direction. So maybe a sign saying "Wear Your Masks Properly"?
If so, at least he is aware of his bad behavior...

It's only been in the past few days that the CDC has "recommended" (not "required", nor are schools required to abide by the CDC) masks, and many states either don't require them or are facing multiple lawsuits to ensure masklessness.
