@bjb568 - That is a separate issue. I think that is a quality discussion to have elsewhere; so I brought it here.
Namely the issue of addressing localized questions easier perhaps, in order to make quality questions more highlighted.
There is a balance between questions which are too broad, and too narrow, which is being struck at the moment.
Questions which do little to provide examples sometimes get answers which apply to very large swaths of people.
On the flip side, those questions can at time be too broad or seem more like feature requests from the community rather than answerable scenarios as they are intended.
Questions which provide a very direct simple example that reproduces a problem are very easy to address and have a verifyable answer but often may not apply to a large enough group of people to be considered high quality.
@bjb568 - So where do you draw the line there? How do we straddle the line of broad versus narrow, subjective versus objectively verifyable.

@TravisJ I think there needs to be more of good docs or GR questions or something like that (very broad questions will be welcome on DD) with long and helpful answers so when you do have a specific question you'll have the information to make it specific (and it's easy to create an example) and ask a question that'll also have very long answers.

As far as creating sources for broad explanations, I think the new SO feature will cover that aspect hopefully. Although it does seem like it will take some time to get off the ground from both an implementation and content population standpoint.
@bjb568 - You could post an answer to the most popular one (stackoverflow.com/questions/22939130/…) if you were inclined.
It only has 2 answers.
The thing about creating these popular, or duplicate target (canonical), posts is that getting everything right is really hard. It is hard to create a broad enough yet narrow title which both searches well and conveys the intent of the post. It is also hard to write the question in a manner which qualifies as a quality question in addition to providing material for both searching and relating the answer to.

As it is so difficult to accomplish this task, in general it impossible to predict which version of the question being asked is going to be the one which strikes the perfect balance in order to raise to the level of canonical or GR. By relation, since it is not possible to predict each question should at least be given a chance to make it to that level with an answer worthy of being referenced in the future.
This is why it makes sense to answer questions which may be border line. It is hard to tell which one in the end will strike that balance of containing quality content, being easy to find, and also fitting into the accepted norms here.
The downside of giving these borderline questions the benefit of the doubt is that only a few people got helped instead of a larger audience. The upside is that sometimes you end up with a post that got tens if not hundreds of thousands of views. While popularity is not always the best metric, given the current environment of constraints it seems that successful posts are also quality posts at the moment.
 
@TravisJ community editing will help getting everything right, you can have multiple searchable titles with dups/mergeds, I think the rules for "quality question" should be relaxed for GRs
@TravisJ a problem here is fragmented knowledge, so I think all the answers should have their information combined and put into a new GR question, and for widely overlapping questions merging should be used

I don't think that is really feasible to do (the combining / merging). I also do not think we need to spend a lot of time manipulating already created content. My main quandary with your first comment that brought us here was how to strike the balance or identify the balance between narrow and broad questions (which seems to be where the definition of "crap" from many people come from).
To me that seems the core issue you have with wanting to contribute or not as you state you cannot find anything to answer.
As a community the goal should be to create content first, and curate second. If we are not properly creating content at a proper rate that should be the main concern.
 
@TravisJ my definition of crap isn't a question that's so specific to only help OP or a question that's so broad it demands a tutorial be written targeted specifically at OP. To me crap is what I read that makes me think OP can't be a competent programmer (think, for example, every regex question ever, or HOW TO DROP TABLE STUDENTS)

Things that helped a competent-at-programming OP can be written generalized as to be applicable to others. Like an answer to "how can I foo the bar with asdf where asdf is jkl" can have an overview of fooing bars and hen go into how you do it with asdf, then show (or not) a specific example where asdf is jkl.
But a different kind of localized like "how can I translate this 100 lines of C++ to Java" is crap and will never be helpful
 
Code translation questions don't stay around long anyway. They are usually killed with fire rather quickly

We will just look at your most recent answer. Which is incorrect.
When you use position:absolute like that and stretch the element, it only occurs once during the render. If the page is larger and requires scrolling, then the element will scroll off page.
You need to use position:fixed for that.
Should I downvote and call it out? No. Because at least you are attempting to either learn or help people. People shouldn't just call contribution crap at the drop of a hat.
 
The key to the question which I last answered is full size and removing from document flow, which I did. It wasn't specified what behavior to have for scrolling.
It could make sense to use position absolute for an overlay just as much as position fixed. They just have different use cases.

Position absolute for overlays is a scourge on the web. It is how popup messages end up in weird places and ads/video look choppy. There are too many side effects to suggest using that as a solution to covering the screen. In a simple example of covering an area that does not change and will not change it appears to work but as more in depth scenarios arise it quickly becomes problematic.
Well, since I found it from your profile I would morally object to downvoting it even if warranted.
Why double down on a bad practice though? All I am saying is give people a chance, which is often the same thing they have been giving you this whole time.

I do cv, and del at times. But I only downvote inaccurate or dangerous answers. I will also downvote questions by users who show no effort and only produce a rambling paragraph of text that wastes my time. But in general, I try to guide content into a form that will actually last here.
Creating content is important. If there is a piece of content which has the potential to become useful, I would rather see that potential realized than snuffed out.
I have to go though, have some rl annoyances to deal with.
