part of the issue seems to be that it takes a certain number of people to approve something, but any number of people can hit approve at the same time

Knowing there's a bug that prevents the OP to do what they want to do is useful.
 
If the link doesn't work (or is removed) it becomes not an answer. I agree it is useful but the rules for whether or not to flag becomes tricky. If it is a bug report a link without further info is OK. Really?
 
@rene when the answer is "this is a known issue" or "this will be fixed in next release" then this is an acceptable answer, link is just a bonus. In my opinion, of course. :)

@Andy big part the questions on Stack Overflow will become, or are already obsolete as programming advances, there's no point starting to close them all. (just my own rough guess, but it's LOT of questions, most likely millions)

I would flag it as offensive
In case you are wrong it gets declined but if it is correct it gets removed from the frontpage and things like that
