The Western Japanese have a tradition of qualifying all their statements. So every statement gets followed up by a "maybe" or "but I don't really know". It is hilarious in business. "The bid has to be submitted by next Friday or we will be disqualified. Can you get it in by then?", "No problem, maybe."
