You're right, @RebeccaChernoff should have appeared sometime in those two hours to let us all, and by all I mean me, know how those Data Explorer updates were coming.

@jokerdino Does he have profiles for other SO/SE sites and is he active there? If so, perhaps raise a custom flag explaining the situation and including a link to the suspended profile. I guess that should be enough to get things rolling.

Is he active on any of those site? As in, actively asking question or posting answers?
 
@Bart Yes. he has less than 200 rep in all of the sites but seems generally active.
 
Then just flag one of those (either a question or an answer) for moderator attention, explaining the situation.
 
He has about 10 profiles of which he has participated in 4 sites.
Suspended only in my active site.

Okay, just say that in the message. You don't have to go flagging all the contributions. I'm sure a mod will pick it up and have a look at (or inform mods of) the other sites

Possibly, yes. I have no way of telling though. But don't worry about informing them again. Your flag will most likely be considered helpful, even if things are already in progress.

If a user greatly exceeds the post ban threshold, is it still possible to recover if the bad posts are improved?
 
Should be possible.
It mainly depends on how many are deleted / closed / downvoted.
 
Note that I said "greatly". See this comment. In other words, is there a point beyond the post ban threshold past which it is impossible to have the ban lifted?
 
It should always be possible but it can easily be improbable.
If most of the user's questions are deleted, then I see no way.
So, improbably but not impossible.
 
I'm not so sure about this, so can someone else say something on this? If there is an official answer, I'll edit this answer accordingly.

I got one of those "Done anything interesting lately?" e-mails from Careers 2.0 the day after I started my new job. I think it was just time, but I thought it was funny nonetheless.
