@YiJiangs独角兽 Presumably it's 47% of the people who would otherwise be eligible to pay tax, since otherwise it's kind of a "Duh" moment. But with the clusterflock that is the U.S. tax code, there are a lot of people who make so little or qualify for so many tax exemptions/breaks that they don't actually pay anything.

Error in payroll system... collect extra $400/month! That extra $400 was being withheld for federal income tax, so I will also get a bigger return as well. It's like I just got a raise, since I was not aware. :)
 
I used to use my extra $100 being withheld to pay my property taxes each year.
Then they fixed the glitch.

Some people who put bounties on questions are hilarious.
 
I've contemplated having them withhold my raise so I feel like I get an awesome bonus
