so,
It isn't the mane thing about you
this episode was quite trollish.
First, two lost opportunities.
a) the wood-mane: really, it came just from the nearby door? I was expecting to see a timberwolf missing its ears in the next scene.
b) you reference Steven and yet he has no role. A lost opportunity to repay the favor by sacrificing a mustache for a new tail.
And then, Rarity.

The episode had a lot of funny, cute and unique facial expressions (that probably will never come up again)
and all of them are ruined by the missing mane.
The mane also gives further insight into pony anatomy.

she creates a "mane" replacement made from wood. A second later, you can see that the wood came from the nearby door (Full Metal Alchemist equivalent exchange?)
I hoped it came from a timberwolf somewhere in the forest.
back to the brushables.
Now we know that a pony head without the mane looks very close to a brushable without the nylon hairs
AFAIK the brushables heads have little holes that the nylon treads are attached to.
In a funny twist, their attempt to portrait a bald pony, and more specifically the little dots that they added (that probably were supposed to be either very short hair or the roots of the hairs where the hair broke) ended up making Rarity look like an old brushable that lost its nylon hairs

who is comprehensibly angry considering she didn't get in a single episode for far too long and decides to take revenge by putting two potions with very different purposes in... identical bottles
That said... Zecora, you had to take revenge on poor Rarity? Your target should be Starpony. She is the one who has been stealing attention all time along.
 
@Derpy Yeah, I don't think she'd take revenge on Pinkie and Rarity.
And yes, Zecora got the bad end of the last three seasons.

So, mane magic is one of the hardest thing.
More dangerous than time travel.
More risky than moving stars and moons.
More powerful than a magic energy wave horn beam that perforates mountains.

Yes, it seems a bit badly explained in the episode.
 
More great that creating life from oranges (and don't get me started on the implications there. "The mane has to come from somewhere"... so what about the oranges... ?)
So... yep, you do indeed need to be Great and Powerful to be able to do Mane Magic. Only the top wizards would be able to turn someone mane green.

Also, on a related note. Mustaches != Mane
anyone can grow mustaches on her baby dragon friend or magically turn a tail in a mustache replacement. Doing the opposite: forbidden, the threads of reality wouldn't survive such power.
Growing back a broken tooth is a thing, but growing hairs? Ma(dd)nes!
Which also means that the Maneacs is probably the most powerful pony in existence (ok, she is a comic character in the show, but still...)
Back to Rarity's depression.
Let's review the various incidents:
First of all, let's point out that no one was able to recognize her. Even the ponies have to look either at the cutie mark or the mane shape/color.
that said, was Rarity right? Did them ignore her?

@Derpy You've got that backwards. He created a frog-orange from a frog, when trying to create an orange from an apple. He never created life from an orange.
(He did create a moustache on Snips and Snails like some commenter mentioned.)
@Derpy Ohe come on. I can easily believe that dying your mane green is easier than growing your mane.
 
@b_jonas probably I mixed the two scenes, but try and rewatch the Twily/Starpony training sequence
I clearly recall Twily turning something inanimate (a teapot maybe? some books?) into some living creature
 
@Derpy Turning a teapot to animate? Wasn't that Discord?
 
@b_jonas I don't have access to the clip now, check the episode with Twily and Starlight training. Before the beam vs gem-shaped shield explosion they exercise and take turns at turning item into different thing. And Twily turned something inanimate (a teapot / books / fruit basket IDontRemember) into some living creature (birds? really have to rewatch the scene)

You mean S6 E21 Every Little Thing She Does, right?

Ok. Checked.
It was an apple that Twily turns in a birdnest, full of eggs. A bird comes out of one of them.
So, either
a) she created the nest, the eggs and the birds ... so creating a living bird is easier than creating a mane
b) somewhere in Equestria, a bird came back to her nest to find it replaced by an apple.
b) could be the reason we never saw the duo training since then. Maybe Celesta send a letter "Please, stop."

already stated that no one even recognized her and that was obviously not intentional.
even they need to see the mane to distinguish similar colored ponies (that said, do any other pearl-white colored pony live in the city?)
but that is not the point.
a) the flower trio. No Rarity, it wasn't your turn. Carrot was already in the line when you was still hiding behind that other shop. So probably you was the one so worried to not-be-notice to not notice the other ponies in the line. The pegasi mare? Ok, that may have jumped ahead, unless she were already there too.
b) the fan shop. He built the fan even after getting more clients, so he at least did maintain the promise. Was he using the fan? Yep, he did, but I doubt he was going to keep it since it seems something that won't be really useful in everyday life. Unless a trio of fillies need an industrial hairdrier again.
c) that is not like he ignored you. He didn't even know you mane was ruined when he sold the sofa. He is just plain mean, your mane problems doesn't matter.
And also not very smart. Tricking the friend of a princess.
No, wait. Tricking the friend not just of any princess, but of the one that probably amount at more than 80% of your incomes because of the incredible amounts of quills she buys

Anyway, S7 E19 is a bit silly, and it might be best not to take all the details seriously and just forget about what doesn't make sense.
At least Pinkie had so much fun playing bubbles and sticky strings with the kids.
But we do need these sorts of silly episodes occasionally. S6 E22 was one like this too. We need to lighten up the serious episodes that have long-lasting consequences about the pony world and the human world that we can't easily forget.
And it's not always visible ones like the destroyed library.
