a) the wood-mane: really, it came just from the nearby door? I was expecting to see a timberwolf missing its ears in the next scene.
she creates a "mane" replacement made from wood. A second later, you can see that the wood came from the nearby door (Full Metal Alchemist equivalent exchange?)

More great that creating life from oranges (and don't get me started on the implications there. "The mane has to come from somewhere"... so what about the oranges... ?)
So... yep, you do indeed need to be Great and Powerful to be able to do Mane Magic. Only the top wizards would be able to turn someone mane green.
anyone can grow mustaches on her baby dragon friend or magically turn a tail in a mustache replacement. Doing the opposite: forbidden, the threads of reality wouldn't survive such power.
Which also means that the Maneacs is probably the most powerful pony in existence (ok, she is a comic character in the show, but still...)

@b_jonas I don't have access to the clip now, check the episode with Twily and Starlight training. Before the beam vs gem-shaped shield explosion they exercise and take turns at turning item into different thing. And Twily turned something inanimate (a teapot / books / fruit basket IDontRemember) into some living creature (birds? really have to rewatch the scene)

I clearly remember DrWolf commenting on that back then (something similar "don't get me started on the implication of creating life from a fruit basket")
a) she created the nest, the eggs and the birds ... so creating a living bird is easier than creating a mane
b) could be the reason we never saw the duo training since then. Maybe Celesta send a letter "Please, stop."
even they need to see the mane to distinguish similar colored ponies (that said, do any other pearl-white colored pony live in the city?)
a) the flower trio. No Rarity, it wasn't your turn. Carrot was already in the line when you was still hiding behind that other shop. So probably you was the one so worried to not-be-notice to not notice the other ponies in the line. The pegasi mare? Ok, that may have jumped ahead, unless she were already there too.
b) the fan shop. He built the fan even after getting more clients, so he at least did maintain the promise. Was he using the fan? Yep, he did, but I doubt he was going to keep it since it seems something that won't be really useful in everyday life. Unless a trio of fillies need an industrial hairdrier again.

Anyway, S7 E19 is a bit silly, and it might be best not to take all the details seriously and just forget about what doesn't make sense.
