yes, I saw it somewhere else, it got reported but it needs a mod to take action

Doesn't mods get all the flags?

They do. But custom mod-flags get priority.

Since they usually raise more important issues.

Yes, but offensive or rude flags might not notify them of the pattern

With a custom flag you can explain what a user is doing

and that pattern can then be investigated
