Thanks for all the links! Some of your logic makes sense to me. However, "depends on how you view the purpose of reputation" is not what I'm looking for. I'm looking for an authoratative rationale statement (or a statement that no such statement exists) about the design of the system. If there is no authoratative statement, then the next best thing I'd be looking for is how much community consensus there is on whether this is a good design. — starball 31 mins ago

I understand that reputation is used to grant privileges. That's clear from the quotes you use. But the quotes you use at the bottom of your post do not convey that reputation is based on a user's proven ability to properly use the system. Is there an "authoratative" post (help-center, MSE FAQ) that says that? Otherwise, there's just the "you know what you’re talking about" statement, which seems to be about site-specific subject-matter-knowledge, which is not the same as knowing how to properly use the site features and privileges (unless it's on meta sites!). — starball 25 mins ago

If you want to complete it, you could add a short note in your middle paragraph (or wherever else you see fit) that spells out how it addresses my "why not just use badges and not rep to encourage edits?" query. — starball 22 mins ago

But I don't thing I'll be able to say too much beyond the fact, that my answer says how I see it - but I won't be able to provide something that would fit your exact criteria and could be considered authoritative enough.
